ABSTRACT The objectives of the Southern African Development Community are, amongst others, aimed at building a security community in Southern Africa. Specifically, the establishment of the SADC Organ for Politics, Defence and Security in 1996 indicated some commitment to the stability and security of the region. Against this background, this article analyses security communities in a theoretical context and focuses on the prospects of the Southern African security structure becoming an effective security community. More specifically, the functioning of the SADC Organ for Politics, Defence and Security is assessed. It is argued that there remain a number of difficulties that prevent the Southern African security apparatus from evolving into a functional security community. In this regard, the political will to capitalise on recent developments, to break with the stagnation of the past years, and to overcome obstacles in the realm of subregional governance, is crucial to pursuing the ideal of an effective security community in Southern Africa.
